    Department Summary

    The Applied Cybersecurity Department (P762) within the National Cybersecurity Federally Funded Research and Development Center (FFRDC) (P700) seeking an NCF Facility Project Leader to support National Cybersecurity Center of Excellence. The NCF Facilities Project Lead (PL) shall advise Government sponsors on all aspects of facilities management and maintenance for the NCCoE to ensure programmatic success. The NCF Facilities Project Leader shall perform project management capabilities to ensure the comprehensive project plan for the facility is followed to maintain an efficient and effective workspace for all staff and guests. The NCF Project leader will provide deputy support the NCF Mission Project Leader team.

    Job Description

    • Act as task leader for site operations management and facilities team

    • Coordinate and conduct facility safety training

    • Collaborate with MITRE's Corporate Real Estate and Facility Operations department to ensure appropriate facility related practices are in place

    • Develop and maintain a thorough understanding of the customer's mission, environment and critical challenges and align MITRE tasks and capabilities to support their most critical outcomes.

    • Scope the effort and define the resources needed to deliver against operational requirements and expectations

    • Coordinate delivery of Sponsor reporting requirements and deliverables

    • Provide direction and execution, resource planning, internal and external coordination, project control and quality management

    • Present quarterly to Montgomery County - building structural update, issues,

    • Assist with proposal effort for 5 year Task Order proposal and all annual reallocation modifications which includes writing response and preparing the bid for staff, subcontractor costs

    • Coordinate with MITRE contracts, subcontracts, procurement, proposal, and financial staff to support Sponsor mission

    • Communicate financial results effectively

    • Ensure proper resource allocation for planned execution (e.g., level of effort, dollars, and staff) in partnership with individual task leads.

    • Analyze and diagnose business drivers and variances to budget using various financial systems

    • Key interface on NIST inspections of facility

    • Ensure that the FFRDC support operations are aligned with project needs.

    • Convert recommended continuous operational improvements into contract funding with need for consistent reach back support

    Basic Qualifications

    • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience

    • Experience managing projects and/or previous task/project leadership experience

    • Significant experience in juggling multiple priorities and being able to adapt to changing requirements and evolving needs.

    • Leadership capabilities to provide guidance and strategic thought process for the center level

    • Positive attitude, and ability to deliver quality support under tight or shifting deadlines with grace and maturity

    • Ability to analyze a problem or process and suggest improvements

    • Strong writing and editing skills

    • Excellent attention to detail

    • Proficient with Microsoft Office, specifically Word, Excel, and PowerPoint

    • This position requires a minimum of 50% hybrid on-site
