    Primary Responsibilities: The Construction Manager directs the overall management of construction projects, including construction of buildings of all types of public, residential, commercial, and industrial structures, roads, memorials, and bridges; oversees the projects from development to completion. Manages the planning, materials, building, and budget of construction projects and negotiates and provides cost estimates. Selects appropriate construction methods and strategies; and schedules and coordinates construction processes so that projects meet design specifications.

    Essential Functions:

    • Provide engineering support to Contractor and the contractor's construction contracting officer for constructor's claims, default actions, and litigation matters.

    • Evaluate technical and cost feasibility of Value Engineering submittals to the Contractor for submission.

    • Perform quality assurance inspections on all projects to provide an accurate story of the details of project construction. Document construction activities and any issues found by using daily inspection reports.

    • Review and validate construction progress reports and recommend progress payment to Contractor and the construction contractor's contracting officer.

    • Answer RFIs and recommend action(s) in writing to Contractor and the construction contractor's contracting officer within three (3) workdays after receipt of the RFI.

    • Assist in processing contract modifications to include submission of a statement of work, drawings, cost estimate, and request for additional funds to the COR within five (5) workdays after direction from the COR. Review the construction contractor's proposals for accuracy and completeness and provide technical assistance to the construction contracting officer during negotiations. Manages an engineering team consisting of engineers and technicians.

    • Assist the contracting office in facilitating all pre-bid site visits, contract negotiations, and contract modification negotiations, bid openings, pre-construction meetings, and progress meetings scheduled by the construction contracting officer.

    • Invite appropriate personnel and conduct construction contract pre-acceptance and acceptance inspections; assemble project construction file; and coordinate with CEN/COR for disposition of excess materials, supplies, and equipment.

    • Schedule construction contractor- supplied training for in-house personnel.

    • Assist in coordinating relocation of occupants displaced by construction. Keep the using organization informed of project schedules, problems, changes, and inspections. Goal oriented with a high level of integrity and accountability.

    • Ability to multi-task, adhere to deadlines, and work both independently and cooperatively

    • Takes initiative, is a team player, and can adapt well to a changing environment.

    • Strong verbal and written communication skills.

    Here's what you'll need :

    Required Education / Skills: Bachelor's degree in engineering, architecture, or construction management from a program certified by the Accreditation Board for Engineering and Technology (ABET) or from a program certified by the National Architecture Accrediting Board.

    Minimum Ten (10) years' experience in the engineering section of DoD Civil Engineer Organization at a major US Military Installation (Air Force experience preferred)

    Minimum Five (5) years' experience in a supervisory position

    Certificate / License / Registration:

    Maintain professional engineering registration or be licensed as a registered architect

    Hold and Maintain Secret Security Clearance

    Travel: Minimal, as required
