This position provides construction inspection and other construction management and engineering support for the National Renewable Energy Laboratory (NREL) for capital and minor facility construction projects in the $50K - $20M range. Support includes pre-construction engineering, pre-construction superintendent, cost estimating, code and related field construction inspections, construction management and construction engineering.
Complete understanding and application of project management principles, concepts, practices and standards. Full knowledge of technical field and related disciplines. Very good interpersonal, conflict resolution, teaming and communication skills.
Relevant Master's Degree or equivalent relevant education/experience. Or, related Bachelor's Degree and 2 or more years of experience or equivalent related education/experience.
Additional Required Qualifications
Primary responsibilities typically include but are not limited to:
Primary point of contact between contractors and NREL personnel on assigned projects and is knowledgeable of all construction-related activities within NREL and contractors.
Ensures that work meets all contract and NREL requirements including applicable building codes.
Oversight of design and construction contractors during design and construction.
Develops and/or assists with independent cost estimates for construction projects.
Provides coordination of design reviews, RFIs, submittals, commissioning services, substantiation of contractual requirements, and related field coordination activities.
Act as technical monitor on assigned subcontracts including subcontractor invoice reviews and approvals.
Assists with the development of contractual documents for Request for Proposals to include Statements of Work, selection criteria for contractors, including possible participation on source evaluation teams.
Proficient in reading architectural/construction drawings.
Strong experience with building code inspection and compliance.
Strong time management and project prioritization skills.
Strong problem solving and analytical skills.
Follow all ESH&Q policies and procedures to ensure and maintain a safe working environment.
Other construction support duties and responsibilities as assigned.
Knowledge/experience with industry standard construction estimating software such as SUCCESS or Sage/Timberline.
Knowledge/experience with construction management software such as Procore or PlanGrid.
Working knowledge of federal contract requirements/regulations.
Government sector experience.
Excellent interpersonal and verbal and written communication skills.
Excellent written and presentation skills, including proofreading and editing.
