Overview:
Develops preconstruction strategies, plans, coordinates, and directs all preconstruction services on large, more complex and high risk types of projects, including Design Build projects in conjunction with the PreConstruction Manager, Project Director and/or Operations Manager. Must have ability to prepare complex proposals with minimal supervision. Incumbent has profit/loss responsibility to the company.

Ideal candidate will have project experience in the greater Southwestern United States, including Arizona, Texas, New Mexico, Colorado, Nevada and Utah.

Responsibilities:
1. May supervise staff, including: establishing and communicating performance expectations, providing positive and constructive feedback, determining training and development needs and conducting on-the-job training. May conduct Career Development Reviews. May make hiring, discipline and/or termination decisions. 2. Actively participates in Market Sector(s) business development efforts in support of the strategic plan. 3. Develops and communicates project procurement strategies to department managers for bid or negotiated projects. 4. Prepares order of magnitude, cost models and conceptual estimates as required. 5. Executes strategies on awarded projects to ensure proper scope and budget for each assigned project. Communicates strategy to all members of the project team including operations personnel. 6. Reviews contractual requirements to determine contractual scope of work and potential conflicts and communicates potential pitfalls and risk management strategies with assigned estimating personnel. 7. Manages preparation by support personnel of all cost models, milestone estimates, and GMP packages to ensure compliance with contract, scope, and budget requirements. 8. Leads efforts involving early GMP preparation based on incomplete documents. 9. Reviews item quantities (takeoffs), comparison reports, material pricing, labor production analysis, equipment pricing, general conditions and direct job expenses and any other cost elements required to complete the estimate. Review the pre-qualified sublist prior to owner review. 10. Actively participates in the maintenance of the subcontractor database. 11. Consistently anticipates and meets or exceeds the expectations of internal and/or external customers. 12. Supports company efforts to obtain new work by remaining alert to business opportunities and sharing information with appropriate company personnel. 13. Participates in activities to support the company's strategic planning efforts and/or improve specific business or construction processes. 14. Chief strategist for value engineering studies, systems analysis, constructibility reviews, and schedule analysis. Develops parameters for these studies to stay within project scope and budget. 15. Proactively manages CMAR and Design Build preconstruction activities on multiple projects involving multiple estimating personnel, Owners, City and Architect/Engineers. 16. Maintains a professional relationship with external customers, owners, architects, engineers and subcontractors. Must work in concert with the Project Directors to develop, maintain and influence the selection of Sundt. 17. Can direct and manage design phase meetings. 18. Ensures the files of ongoing projects such as; Bid Book, Addenda, Bid Documents, and/or Preconstruction Guide; are maintained on projects that are assigned. 19. Reviews bid inquiries, particularly those of a more technical and specialized nature. Negotiate and award subcontractors and purchase order agreements with subcontractors/vendors for early involvement in design build or design assist commitments. Continuously monitors scope and budget of selected subcontractors throughout design phase. 20. Monitors the purchasing plan to ensure subcontracts are being produced in accordance with the project schedule. 21. Primary responsibility for preparation, review and input of the data to be used in our historical cost database. 22. Participates in an active review and exchange of information process with operations for all current projects. Maintains contact with operations personnel during construction to act as a resource for scope and cost control. 23. Develops and maintains relationships with the Principals at key Subcontractors, Architectural and Engineering firms for business development purposes. 24. Performs other duties as assigned.

Qualifications:
Education and experience requirements include: Four-year engineering degree or equivalent combinations of technical training and/or related experience. Ten to fifteen years estimating, cost analysis and control, and/or engineering experience (at least ten years estimating experience on large construction projects ($60M and above). Thorough knowledge of company procedures, estimating techniques, selective engineering disciplines, cost control systems, building systems and components, project scheduling methods and techniques, contractual language and ramifications are required. Ability to estimate all types of projects/contracts, ability to coordinate and supervise group work effort, and ability to represent the company on matters that are essential. Ability to coordinate multiple projects and project estimating teams during preconstruction phase.
